In fact, with systems using variable displacement A/C compressors, it's almost impossible to tell the difference between a faulty control valve or faulty compressor. In auto air conditioning systems using a variable displacement compressors, the compressor does not cycle on and off. Instead, the compressor runs constantly. The compressor suction of the refrigerant vapor (from the evaporator) is regulated by the control valve. That valve will change the displacement or 'stroke' of the compressor. Therefore, in low heat load conditions, the displacement of the compressor is reduced. That reduces the amount of low side suction. On the other hand, when there's high demand, the control valve changes the displacement of the compressor to 'full stroke', That provides the maximum cooling performance for the system.

The problem in diagnosing these A/C systems occurs when there's a high demand for cooling performance, but the system isn't operating properly. Is it the compressor not pumping? Is it a low refrigerant charge? Is it just a faulty control valve? You can't tell unless you can test them.
